Cambodia 1987: Time for Talk

Abstract

This short paper considers the situation of the four factions presently struggling for power in Cambodia, The Khmers Rouges, the Son Sann group, the Sihanoukists, all on the border, and the Phnom Penh regime. It is argued that besides international negotiations towards a settlement, there is an urgent need for the Cambodian parties to reach some kind of agreement on a workable political system. Otherwise chaos may prevail.
