Abstract

In Sri Lanka, on September 1st, 1979, the "Food Stamp Scheme" replaced the old "Rice Ration Scheme" which had been in operation since the Second World War. Under this new scheme an attempt has been made to identify the needy as a target group and to make assistance and relief more selectively available. This "Food Stamp Scheme" is described in detail and interpreted as a demand augmenting basic needs strategy which should be supported by the industrialized countries. Financing these kind of programmes could be the social component of an International Social Market Economy as an alternative to the New International Economic Order.
