Abstract

Foreign investments have had a considerable impact on economic growth in underdeveloped countries of East and Southeast Asia (employment- und income-increasing effects). However, at the same time they have been exposed to very severe criticism. An essential reason for this lies in the substantial conflict of objectives persued between profit-maximization of foreign investors and the desire of their local partners to upgrade the potential of autonomous development. Therefore, measures to solve the existing problems can not only imply the gradual reduction of the foreign capital share, but also above all lead to the localization of technology and management. Furthermore, working conditions, personnel management, collective bargaining etc. should also be taken into consideration. Due to the lacking emphasis on these aspects, an increasing number of labor unrest can be recorded, even in those countries, in which pluralistic mechanisms of interest articulation are eliminated. The analysis of foreign investments cannot be concentrated only on economic and quantitative aspects, but has to deal with problems related to social development and measures for autonomous development. In this sense, the by now too uncritically used concept 'partnership' should be enriched out with concrete cooperation models in order to fulfill the 'fade away’-scheme of foreign capital, technology, and management.
